I riu Vasil Laçi qëllon mbi perandorin Viktor Emanueli i II dhe dënohet me vdekje. Fashistët përdorin tortura dhe mjete çnjerëzore për ta ndërruar kombësinë e tij. Ai mbron me bindje aktin kundër mbretit perandor si një vullnet i popullit shqiptar.
